Legal and Regulatory Framework for Environmental Management

Course Description

Enhance your understanding of the state and federal legal and regulatory system as it relates to environmental management. Increase your knowledge of topics including: the legislative and regulatory history of major environmental programs at the federal, state and local levels; principals of land use governance; hazardous materials rules; air and water quality regulations; the permitting process; natural resource protections, and other elements of the environmental legal and regulatory framework. Additionally, we will look at the public and private “players” in this arena and the essential roles they play in establishing environmental policy and crafting and implementing law and regulations.

Approved for 27 hours of general MCLE credit for eligible participants.

David Smith, B.A., JD, Partner at Manatt, Phelps & Phillips, LLP represents individual land development and conservation companies as well as the industry at large in a broad array of land use, entitlement and regulatory contexts. His areas of legal expertise include land use and entitlement laws and regulations at all jurisdictional levels, especially climate change (e.g., SB 375 and AB 32), water supply (SB 211 and SB 610), the Endangered Species Act, the Clean Water Act, the California Environmental Quality Act, the National Environmental Policy Act, and California’s Planning and Zoning law. David has lectured with the U.S. Fish & Wildlife Service and the National Conservation Training Center, as well at other Universities. Throughout his career is has also had numerous published articles on land use and environmental law topics.
