This class will provide an overview of the air quality requirements of the California Environmental Quality Act (CEQA). The CEQA air quality requirements have been changing and becoming increasingly challenging over the past few years. This course will discuss the regulatory background and framework for Air Quality and Greenhouse Gas (GHG) CEQA compliance. We will then review and discuss the elements required to prepare the Air Quality and GHG Sections essential to a Mitigated Negative Declaration (MND) or Environmental Impact Report (EIR). We will detail the methodologies and practices for quantifying emissions and performing air dispersion modeling and health risk assessments.
Judy Yorke, B.S., PE, CPP, founder and president of Yorke Engineering, LLC, has extensive air quality permitting and environmental regulatory compliance experience with industry and government. As a practicing environmental professional, she provides environmental compliance and planning services to manufacturing and industrial operations, federal, state, and local governments, major power producers, oil and gas producers, oil refiners, and utilities. Yorke is a recognized expert in federal, state, and local air pollution control laws. She has performed hundreds of environmental management and planning projects for industrial and governmental operations. She has taught the Air Quality UCI DCE for over 20 years.
