Acquire a depth of knowledge in a variety of complex, public policy and governance issues to become a well-informed civic servant. Study the inner workings of transportation, land use, housing, public utilities, state and local taxes and economic development both locally and regionally. University students, local government employees, and individuals interested in local government policy making or running for city elected office are encouraged to enroll. This course is offered in collaboration with the Association of California Cities – Orange County.
Heather Stratman, M.P.A., is Chief Executive Office of the Association of California Cities. She has nearly 20 years of local government advocacy work in Sacramento and Washington D.C., private-sector executive management and policy development work. Most recently, Heather was CEO of Principle Strategic Advisors, a local government advocacy firm. She has also held executive and management roles for the Orange County Water District, League of California Cities and one of California's leading advocacy firms where she represented over 50 municipalities and dozens of special districts throughout California. Heather has distinguished herself in public policy by building trust with both sides of the aisle, local elected officials, city management and a broad spectrum of community stakeholders. She has helped usher into law dozens of bills that cities tackle pension reform, transportation issues, water infrastructure and local governance structures. She is a member of the Board of Advisors of the Mihaylo School of Business at California State University Fullerton. She also serves on the University of California, Irvine, Master of Public Policy Department Board of Advisors. Lastly, she is a Board Member to the organization Sustain OC which is dedicated to emerging technology and innovation.
